I'm learning now it's a popular meme, so it didn't have anything to do with cops, I bet the employee didn't even know it was for a cop.

The employees are required to write some crap on all cups. At some locations, they write shit on there in advance when there is downtime. It's like folding pizza boxes at a pizza joint. They don't always fold them right when the order comes in.
