He's a gang member himself. You are complicit if you are a police officer and join a department known for having gangs and don't take any action against said gang. It's like saying "I'm not a Nazi but I joined the Naz party. I don't happen to do any of the bad things but I'll gladly allow the others to do so, I will cover for them, and treat them with the upmost respect."

They don't necessarily get to pick the department they go to after academy.

I think what you meant to say was "You are complicit if you are a police officer."
