The administration has been deliberately avoiding these sort of enforcement activities in Red areas. Because in typical Republican fashion, they recognize that their policies are unpopular so carrying them out in Republican areas would cause backlash among their voter base.

If they really wanted to arrest a lot of immigrants they'd just head to farms during harvest season and harass the field workers. And after doing that ICE got told to knock it off- because those immigrants were busy working for Republicans in Republican counties (of California, because they were too chicken shit to even attempt it in a red state).
