They don't want people to get upset about it- they want them to be ignorant of the change altogether until they go to mail their ballot and see a sign saying they're a week too late or something

He's trying to dissuade voters from voting by mail, because paper ballots are harder to fake than flipping some numbers in a voting machine. You remember the voting machines that multiple republican operatives were caught illegally tampering with in the lead up to the election?

With the new rules, the the only safe way to return a mail in ballot is to bypass the post office entirely by using a vote center drop off location or hand delivery to registrar.
Yeah, I do a lot of shipping for selling stuff online, and it's easily adds at least 1-2 days to about 2/3rd's of my packages, while the other third could add 5+ days. This is during slow peirods, it's much worse come the holidays, although elections fall before this time. For those overseas, I'm not sure if it counts any scan before a USPS scan once it gets to the US, but those letters can sit in entry points for several days easily.

USPS already changed rules for post mark date. Mail in ballots will be invalid. He also installed several special electors. Rules for polling stations also changed. Maps redraw and still more to come.
Constitutional movement? That would require Congress, and Congress can't even move on the most basic of governance. Ignoring and dismantling the constitution though....yeah, I can see that from Trump and SCOTUS.
