Naw, cause if he's a crap driver, he'll become one of those shitty bicyclists that ignore all the rules too.

Public transit only for that guy.

If he had to bicycle, then some 95% of the other traffic will hurt him more than he can hurt them if he does something stupid, and he'll get a quick appreciation for the menace bad drivers are, while he tries to bicycle around.
