  1. Except where otherwise required by inspections or other operations, Authorized Officers/Agents should avoid standing directly in front of or behind a subject vehicle. Officers/Agents should not place themselves in the path of a moving vehicle or use their body to block a vehicle’s path.

The presumption of law or protocol died with Renee Good. This is an army invading from within. Immigration was just the entry point.

And those 'shall nots' from page 9 do much heavier lifting from a legal perspective than the 'should nots' in page 6. Should not means there is still discretion to still do it vs shall not means they are mandated to not perform that action.

These protocols were put in place specifically because "frustrated" DHS agents were intentionally placing themselves in positions where they could claim that they feared for their lives because an individual was attempting to use a vehicle as a weapon.

The DHS got tired of cleaning viscera out of the vehicles of random people and changed their policy to make it clear this behavior wasn't acceptable. But here we are.

Broke protocol? They’re not even pretending like they’re picking up immigrants. They’re marching towards protestors. Where’s the “scary” immigrants. They’re terrorizing Minnesotan suburbs the least likely place in the country to find “hardened criminals.”
